Bait and switch?

Ordered and waited over a week to pick it up. Once I got the SFF it did not have everything that was described. Instead of getting an I7 gen 8, I got an I7 gen 3. Instead of getting DDR4 ram got DDR3. Not the first person this is happening to on this item.
