The new fan is great for circulating air flow, but my husband says it is too quiet. He uses it at night for white noise so he can sleep and it is 25% quieter than the same old fan that died.

Misleading Name. Nothing "Turbo" about it!

It's fine when positioned in a small room near the area you want to cool. However, it is not a true "turbo" fan by any means; it will not create air flow in an entire room, and the breeze it generates cannot be felt from more than a few feet away. It's OK as a small table fan if that's all you need. If you need a true "turbo" fan, look elsewhere.
