good option for budget conscious buyer

It's your basic ballhead tripod. Build quality is good. It's about what you'd expect at this price point. There's no carry bag included. It has two built-in bubble levels. One is visible when you don't have a camera installed so you can tighten the ball and it should be level (of course also check your camera's level display). The other one is mounted in the knob that tightens the plate in place, so it's only useful when you have the ball oriented such that the plate is vertical. My only complaint is that the plate is made of plastic, although it seems reasonably durable. But third-party metal plates are inexpensive. Also there's no hook on the center column for hanging a weight for added stability. Instead there's a rubber-like stopper that easily removes in case you want to install it upside down for low shots.

As usual for Manfrotto tripods it is well made. My only negative is that at the price it should come with a simple carrying case.
