First issue with this is the upper bowl being inset into the lower bowl. So if you want to top off the lower bowl you have to kind of dig out the upper bowl which will tilt and if you are not careful enough it will pour water over the side onto your floor or into the lower bowl.
Second issue is related to the first in the slit which allows water to cycle into the lower from the upper is too small and raised. being to small means the water can not get through fast enough if you try to refill water by pouring it in the upper bowl which leads to you having to fill up the lower bowl instead which leads to the problem i described in written issue 1. Since the lip is raised it also means that all the water can not empty out of the upper bowl which means water just sits. That means dust and particles that have collected in the water just sit as well since they can't get over the lip and down into the filter which leads to dirty water.
The third issue is the spout or maybe this is more related to the motor but when the lower bowl isn't topped off the water pouring into the upper bowl seems to make more noise. I am not talking about neglecting it and letting it run while there is no water. I am talking about the water level being above 50% and that seemingly causing what would normally be a pretty silent running fountain to now sounding like slow running faucet. For some they may enjoy the sound but for other it could be to noisy.
Finally our fourth issue is also with the spout or more specifically the rubber grommet that holds it. It has already cracked. I have included a picture.
