Ordered an escooter and got a TV instead,no refund

I ordered an electric scooter on July 28th and when I received it 5 days later I got a TV instead. The packaging on the TV looked beat up and even had a big puncture in the center. I was honestly so confused and after talking with customer care, I was told that they would send my scooter and send someone to pick up the TV. They said that the scooter will come in 2-3 days and it kept on getting delayed in that exact same interval for almost 2 weeks. On August 11th I got an email saying that the order for the scooter I should have gotten since has been canceled. I took the TV to a best buy near me and explained the whole thing to them and tried to return it and they said they couldn't and that I would have to talk to customer care online(It was literally online care that told me to go to them in person).....I did that and eventually got a return label. I took the TV and sent it to UPS and best buy emailed me saying they received it at their warehouse and my refund will be processed within 7-10 business days. Last week when I went to the mail room to pick up a package I saw the TV there, but thought I was tripping. It's been 2 weeks and I haven't gotten my refund back so I just called them today and they said that the notes say the couldn't process the refund cause the order is damaged. First of all I never got my order, I got something completely different. The random order they gave me was already beat up to begin with and I have spent a lot of money going back and forth to different best buys and UPS. Like why should things be more inconvenient for me if all I did was just order a scooter?
The Deeper Issue: The reason why I ordered an e-scooter was because my last e-scooter got stolen while I was doing physical therapy. My knee and ankle are damaged from overtraining so I can't walk that much, hence I got a e-scooter. I got a job for the first time this summer and it's extremely hard to get one as an international student. I used the pay check from my job to buy the first scooter then it got stolen. No issue I still got some time left this summer to make money and buy a new scooter. Bought the new scooter from best buy and got a TV. Now I don't have any money and I have to ask my big sister for grocery money.
No, I would not recommend this to a friend

very bad do not buy it has so many issues straight out of the box 200$ scooter max

I like how fast it is and the size/weight of it makes me feel comfortable on it. I like that it has multiple modes and also how long the battery lasts
