Resetting everything doesn't always help (Belkin will tell you to try this first). Appears to be a firmware issue which is being worked by Belkin. Workaround for not shutting off is to have multiple turn-off rules one minute apart. That seems to work.

The wemo app has been installed on my android and it functioned well turinig it one and off but to enable it with Alexa skills did not work. It doens't not recognize the mac address for it.m
