    Q: are the batteries included

A: Yes, the charger comes with 4 AA Batteries

Q: Would like to know if this works in 220V?

A: No, this item does not support 220V.

    Q: Raovac charger

A: I haven't tried this charger but they advertise that these batteries can be charged in any standard charger. On the other hand...anytime you rapid charge batteries you tend to put more stress on them and reduce their life somewhat. I prefer to use the standard recharge time which on the two brands I use is around 2 1/2 hours for AA and AAA batteries with about 14 hours for a 9 volt.

Q: I'm not sure if this is a defect or not but is the charger unit itself supposed to constantly power on and off repeatedly?

A: If you are referring to the green light on the charger, it does blink on and off during the charging cycle. Once the batteries are fully charged, it shows a steady green. If there is a defective battery that cannot be charged, the light will show (or blink?) red. As for the charger going on and off, I have not experienced that with mine (this is the second one I have owned - no problem with the first, I just needed two!). It does have a fan noise though, but I think that is on constantly when batteries are being charged.
