Q: Does this laptop look and run like a new one? Or are there scratches?
A: Mine came looking brand new. No scratches or any evidence of being pre-owned or refurbished.

A: Mine had a couple of tiny scratches on the hinges, but nothing else!
Q: Is this dark ash silver the same color as the hp spectre x360's dark ash silver?
A: I don't have first hand knowledge as I haven't seen the Spectre, however when I was researching the purchase of this laptop, I read an answer from HP themselves to a similar question, stating that their color scheme was brand universal over all models. (I.e. all HP products that are dark ash silver are the same color.)
