Cores typically stay at a low GHz because they dont need to use as many GHz, however, if you make a stress test and it doesn't go over a certain point, then, your core is most likely set to not go over that frequency, you can change this by going to your laptop's BIOS/UEFI settings or changing your laptop's power plan.

Q: I need a charing cable for european standards. what wattage do i need?
A: Unlike a hair dryer or an electric oven, laptops are designed to work worldwide. The charger is multi voltage, hence, you'd only need a plug adapter. These are widely available and can be bought at Best Buy or many other places. Be careful because plug adapters don't change the source voltage so they can only be used with devices that are rated for multiple voltages, like 100-240 volts or so.
