A: No, this version does not include the game in any format. The game is sold separately.
Q: Anyone know what platform the game will be on? I'm hoping for a version with a steam code.
A: The Mass Effect Legendary Cache Bundle does not include the game. If you want it on PC, I have seen it on Origin and Steam for pre-order so far. Not sure what the Best Buy version comes with a code for.
Q: Will mass effect cache bundles be back in stocks
A: As far as I know there was a limited number. I believe they are sold out at msrp. You may be able to pick one up from a scalper, but as someone who has one, I wouldn't pay over the $150 for it. You may be able to snag one of the $200 ones that has the game included, last I saw there were still some in stock.

A: It was already available. It is sold out. There was only a limited number. You missed the window.

A: Best Buy chat representative said they will be in stock on release day. He checked their stock and it said it will be available for purchase on the 14th or 15th. Check with support who can check their inventory for you.
