Q: Does it have to be plugged into the tv
A: Yes. The female mini-coaxial cable must be attached to the male post on the back of the TV. Also, the USB wire needs to be plugged into one of the USB ports on the TV.
Q: Does this have to be hung on wall or can it be placed on desktop surface?
A: You could put it on the wall, lay flat or use a phone holder to prop it upright
