Q: How many surges can this surge protector handle?
A: Depends on size of the surge. Small surges will be disapated but large surges could blow out the unit which will prevent them from reaching your equipment. They have a limited amount of life and the indicator will alert you to unit failure.

A: No it does not provide UPS.
Q: Can I plug the powerline adapter into the surge protector itself instead of a wall mount?
A: Theoretically, you can but why would you? Run a Cat-5 cable out of your Router and into Power line adapter and plug it into any standard power wall outlet. Plug in the surge protector and run a cat-5 cable out of the unit and plug it into your TV. That's what I did. It worked for me.
