• Yes, it will. It will play whatever audio is fed to it from the TV (either thru HDMI ARC or optical connection. My soundbar is connected to a TV that has no Internet connection.

• Yes, if you are using an app on the Roku that support an antenna. I use Tablo for antenna DVR and live TV, and it works on Roku even if internet is down.
