Unless Comcast has a better answer, no. you are not able to do either of the tasks you ask about on this TV.
Sorry, there was a problem. Please try again later.I've not seen that, but some apps (such as the Sling app) do have the ability to change the connection quality so you can limit the amount of bandwidth they use. You can do that on this TV.
