“The USB port does not turn off when the TV powers off. Does anyone know of a way to reprogram this feature so the USB port will power off and on when the TV powers off and on? My older Insignia does that.”

I have my Chromecast plugged into the USB port and it does power off when the TV is powered down. What are you powering? Maybe you need to upgrade the firmware.
