The general answer to all of your questions is no. The TiVo Mini is not a standalone product - it must be used in conjunction with a full TiVo system that has an active Tivo subscription. The main purpose of the Tivo Mini is to allow you to watch the shows that you recorded on the full Tivo in other rooms without having to have an additional dedicated Tivo system. It essentially streams the content from the primary Tivo to the Tivo mini for viewing on another TV, and has some additional streaming services built in like Netflix and Amazon Prime - but again the Tivo Mini provides NO functionality without a primary Tivo system to operate from. It is a great device within the Tivo ecosystem - but if you are looking to create or stream your own IPTV streams this device will not work for you.
