• The Insignia - 9" Table Fan is quiet. I'd say, if you're wanting it for the white noise it'd be good. It's not silent, just not loud. The 2nd setting is slightly louder than the 1st setting.

• I would say quiet - my son wanted it to sleep next to and he has no problems with it. There is a low motor noise and the sound of wind but you should expect both of those. No rattling fan blades however.

• It would probably work well for white noise as long as it wasn't placed close and blowing on your face.
