Chromebooks do not have a DVD drive or what is called an optical drive. This is because this type of media is starting to phase out in favor of streaming. But you can connect an external USB optical drive to your Chromebook so you can watch movies, etc. Apps like VLC can be installed so you can play your DVD's.
