No this can’t run VR they at least recommend a GTX 1060 or AMD Equivalent. 6GB VRAM or more with at least 8 Gigs of available RAM. It uses 1.5 to 2 gigs of RAM just for the Vega 6 integrated GPU. If you want VR your looking at a higher budget Laptop.

No. The internal components such as CPU and GPU are soldered on the mainboard and are not upgradeable or modifiable to support VR.
