4Gb can't be upgraded, but is enough for chromebook even with 10 chrome tabs open.

32Gb is used to store files offline, like a typical hdd (photos, videos, etc), although chromebook's usage requires wifi to be connected to google docs and thats where all if the files are usually stored.

Camera is decent enough for video chatting/conference, but dont expect a 1080p there :-)

The 4 go is what it comes with, but you can use a flash memory card. I have not tried any video chats yet, so im not sure on the video quality
