No, only the cable-direct tv set top box must be on. This assumes you have used an HDMI cable to connect from the cable box to the Actiontec transmitter and then connected the transmitter to your tv. If you connect the cable box to the TV and the TV to the transmitter, you may then need to have the TV on.

The transmitter is designed to be installed between the input of your device and the 1st TV, and then as long as your source is on, it won't matter if the 1st TV is on or not.

If it does not, try disconnecting power to the transmitter and receiver, connect the transmitter first with the TV on, and then connect the receiver with the TV on. The system should work, and you can turn off the TV at the transmitter. Once the connections are established, you do not have to have the TV at the transmitter on for the TV at the receiver to work.
