“I have a smart tv...I do not have internet or cable to the tv; I have a smart phone with sprint wireless on it. I have antenna to my tv. If I plug this device into my tv does my phone or regular antena work thru the device better or tell me any use.”

If you have a smart TV, you probably don't need this device. Does your smart TV have screen sharing built-in? Most, but not all, do. If it doesn't, then this device should work for you as long as you have an open HDMI port to connect it to. It is powered by a USB port on the TV or its enclosed wall adapter.
