No. You need an internet connection with this device. It doesn't operate like a Roku as it simply replaces the HDMI cable from your computer or laptop and connects to your TV's HDMI input. Unless you have a smart TV or Roku-type device (which also requires an internet connection), you have to get Netflix or Hulu or HBO through your computer or laptop.

Please try again later.This device allows you to cast what you are already watching (by cell phone signal, already downloaded, or wifi) on your phone or other device, on to your tv . The "casting" from your phone or other device to your TV does NOT require WiFi. Your tv does need an hdmi input and your phone/device needs to have a mirroring, smart view, mirror share or similar setting usually found in the same location as airplane mode setting and screen brightness setting.
