“Would you say this program is a step or two down from Adobe Premiere Pro or even somewhat comparable to it? It's a gift for my boyfriend and I didn't want something that required a monthly subscription but still did a pretty decent job with editing films.”

Its a very watered down comparison. Does all of the basics, lacks some of the finesse that Pro gives.

There is no annual subscription fee, but you'll need to buy video editing software, if you want to do that. On the other hand, if you already have Adobe Premniere Pro, it shoud work well with Office 2019.
