The arm rests are a very stiff foam/poly something covered; not a hard plastic, slightly softer. Picture below I'm pushing fairly hard with a pen.

Sorry, there was a problem. Please try again later.The arms are not padded. They are hard plastic, and are adjustable in 2 ways. The arm height vertically, and the arm rests adjust horizontally in and out for 3 different positions. Center at your waist, and in toward your waist and out away from your waist. Does that make sense? They are very comfortable.
