Yes. This is capable of far better graphics than any of the current gen consoles.

I won't say yes, cause I tend to play games on all the things. Going with a PC though, you'll be open to pushing for higher quality graphics, better gaming deals, and the ability to mod most games. My best advice is just play games on what you prefer. Both have a ton of exclusive games, so you do you :)
