A:AnswerI don't think there's a clear reason why Dell had locked it to 55 watts, but I believe you can change it in the BIOS under "CPU TDP". I also think (as far as I can tell) that the newest BIOS update reset this limit because the CPU has been more aggressive in games since that update.
As to Command Center I don't think there's official word of when the 6.0 update will come out. You're right it's a hot mess as it is now.
