“I just bought one of these and when i turn the volume past 18 it hits this random low frequency and just pushes up and down even if the volume is off on the radio deck, anyone know why? And if not can i have geek swuad install it for me? If so how much?”

Your gain dial on your amp is not a volume dial. Unplug your amp and slowly turn up your volume till your other speakers become just barely distorted. Then back off by 2. This is the max volume you should go to on your deck period. Then hook up your amp and slowly dial your gain nob up till you hear mild distortion, playing Tha type of music you like, try multiple songs. When you rear distortion, at your decks safe volume level, back off the gain and you'll be happy.
