Can the camera be tilted up and down? null

It has a hinge on the side, and the camera can be turned the full 360 degrees if you disconnect and reattach the cable. The hinge isn't the strongest though. You might need a bit of tape if it won't stay exactly where you want it, but in most cases if it's sitting on a desk you shouldn't have an issue.

Yes, the camera can be tilted up and down, but don't buy it if you need more than a camera. I needed both, camera and microphone, and the ad verbage didn't specify no microphone. Since most cameras have both capabilities, I didn't think about the issue, especially since a Best Buy employee made the sale. I wouldn't buy their product again.
