The knob to the far left is the level select for the water load level. Also depends on the setting. For example if you choose deep soak cycle It may fill up the initial time to full capacity to allow for soak. Then it lowers the level of water according to level. You would honestly have to read the manual fully or watch the cycle. But it sounds like the level selector is broken. Sorry
