• It would depend on the app, but yes there are apps you can play offline.

• You need WiFi to put the games on. But, once they are in there it is unlikely you need WiFi again. Some games to require to be on the internet to get started. But, I am sure you will find plenty of free or very inexpensive Casino type games to entertain your mother

• There are very few games that don't require a connection any more. You may find a few slot machine apps that have an offline mode though.
