does this new stick resolve most buffering issues null

I replaced 2 2nd generation Firesticks with this. 2nd generations were freezing up and buffering. 4K Max absolutely no issues. Apps load quickly and do not buffer. Highly recommend.

I believe it does a good job with loading. I think most buffering problems are more your internet and signal than the devices.

If you’re having buffering isues on any second generation and up firesticks, it’s something on your ISP’s side. All modems provided by ISP’s are default set. Sometimes you need to access the modem and set it up properly
