It cannot. This is a download for the Wii U Virtual Console version of the game. If you want to play Animal Crossing Wild World on your DSi XL, you will need to find an original DS cartridge of the game. Note the original DS cartridge version will allow you to play multiplayer. The Wii U VC version cannot do multiplayer.
