“Under specs it mentions its amps and recharge time. Are those amp's in put or output? Basically if I hook it up to a fast charging device will it keep up?”

Specs Capacity: 20100mAh / 72.36Wh PD USB-C Input: 5V=3A, 9V=3A, 15V=2A, 20V=1.5A PD The other values usually are for the output. it Is a PD charger, so the input / output will vary depending on demand. It's preferred to use a Nintendo Switch charger, but any PD charger that matches the above should work. It does use a USB-C connector, though. As long as the charger uses the PD spec, even if it's a higher rate, it should work. It should throttle down and may not FAST CHARGE as designed for something other than a Switch.
