No it isnt. I have the glow in the dark one and posted a pic of it in my review. I had to order from a uk seller on evay. Very well worth it!

It's more of a glossy/holographic kind of case, like how pokemon cards (Trading Card Game cards) are like.

There are two of them available. The UK exclusive one is glow-in-the-dark.

Not sure what you mean by fluorescent, but it does have a reflective, holographic-ish style cover like a Charizard. Hope that helps.

The US version of the Steelbook case is not fluorescent., but is a nice looking addition to the Leigion of Dawn edition of Anthem.
