Can this monitor be used with a portable DVD player? null

I am not sure. It needs 2 USB 3 ports to plug into. I believe it uses 1 for the video and 1 for the power, since it does not require a power cord. You would need to have those 2 USB ports on the DVD player and they would need to be USB3.
