“Should you cut power (turn the circuit breaker for the outlet) from time to time to run the battery down? Will it prolong the battery life? I only have an AT&T router on it. I hope to get 2.5 - 3 hours on of back-up. The load is only 1%.”

I would just pull the plug to see how long the UPS would keep the router up. Circuit breakers can wear out mechanically and they are expensive to replace. I've had that happen. As to shutting it off, I would only let the battery percentage drop to 5% or so. Dead batteries sometimes remain dead. I've never had an issue leaving the UPS running all the time. That's what they do. But if you want to test it once a year, I don't believe that would cause any issues.
