- Answer Yes. Make sure you create an icloud account and download all info (settings you can select what you want to be saved) . And when you log in to your new ipad make sure you use the email you saved all the info to.

- Answer With Apple products, there's no telling. But wait for a while. They are bound to go lower if you have the patience to potentially wait for a month or two. I bought mine for $249.

- Answer I don't think you can add cellular after the fact, but you can use your phone as a wifi hotspot and your ipad can utilize the cellular from your phone. That's how I do it anyway; very easy to set up and cheaper for sure.
