- Answer It depends, if you purchased an iPad that needs a cellular plan, meaning you want it to have service to (FaceTime, surf the web, watch movies etc..) without wifi. then yes you have to pay either $20 or $30 (your choice in plan) MONTHLY for their data plan. If you don’t want to pay a monthly fee, then purchase a wifi only iPad. But in order to have service on it, you’ll need to be connected to wifi or a mobile hotspot.

- Answer Yes, it can but difficult to use outside of WiFi. Then only what you have downloaded.
