iPads have a combined Cellular + GPS internal chip and the only way to have OFFLINE GPS is to purchase the higher price “WiFi + Cellular” option. You do NOT need to purchase a data / cellular plan to use GPS. In other words “it’s the hardware, not Cellular data”. Side note: Cellular “GPS” is an approximation method used by triangulating at least three cell towers. This is different than true satellite based GPS.

The gps allows you to see your current location on a map, but that’s all you get without a connection. A traditional gps gets a signal from satellites and the only way to make that happen on an iPad is with a cellular connection.
