A:AnsweriPads have a combined Cellular + GPS internal chip and the only way to have OFFLINE GPS is to purchase the higher price “WiFi + Cellular” option. You do NOT need to purchase a data / cellular plan to use GPS. In other words “it’s the hardware, not Cellular data”.
Side note: Cellular “GPS” is an approximation method used by triangulating at least three cell towers. This is different than true satellite based GPS.
