Using Boot Camp, that’s included with all the Mac OS, you can install Windows (any version), and then install MS Publisher.

Depending on the level of access you need to the *.pub files, you can also convert them to *.pdf, and edit text/images/backgrounds for free:

I been on Macs since 2011, and have never locked-up, or crashed. Also, not one single problem with reliability, and/or performance, so I highly recommend converting to Mac... if this is something you feel comfortable addressing.
