Can this be used with the 13 in. mac pro? null

Yes, it actually can be used on ANY Macbook laptop, regardless of Air/Pro or otherwise so long as it has a USB-C port. Even though it's rated for 96W, that's only it's maximum. It can charge any device up to that wattage. I use it for my iPad Air 4 as well.

Depends on the year of your Macbook Pro 13" If it uses USB-C then yes. Typically if it is 2015 or older you'll want to search for "MagSafe" Power Adapter instead. As for wattage: According to Apple's support page HT201300 you can use a higher watt adapter on any of the devices.
