Does this iPad come with a charger and adapter? null

Certified open-box is the most extensively tested open box classification BestBuy has. In fact, I would trust a certified product more than I would some “new” products. With certified you have a guarantee the device is fully functional, undamaged, all ports work and function as they should, and all accessories are good and functional (plus you get a little extra off the top). and yes al cables unless specified.

My device came with a character and an adapter.

Mine came with a charging cord and block but it wasn't an Apple one.
