Not sure if Straight talk plan can be added but Verzion, Attnt for sure. I got attention plan and had to add a line for $20 per month. Getting separate line allows you to receive a specific phone number to the iPad. Yes you can chat via iPhone to iPhone with iPad text message but cant not chat with iPad to android user. I has to downloaded Google hangouts.
