• Locked means it's the service is tied to a particular cell service such as AT&T, Verizon, etc. Unlocked means you can use any GSM enabled carrier such as AT&T and TMobile using a SIM card.

• Locked means the iPad only works with a specified phone carrier service. (Ex. Verizon, sprint, T-Mobile ) Unlocked means you can use the iPad with any phone carrier service. You’d just need your sim from your carrier.
