“Can you use a WiFi / LTE unlocked model without using the LTE through carrier-just use WiFi only?”

Yes, I have been using WiFi only so far (I have the data option available, but I haven’t used it yet), and it works great with just WiFi! I have the 12.9 iPad Pro with WiFi and cellular, not the brand new iPad pros but bought this one with a price match to B&H through Best Buy.

yes, you can, you do not need a sim card and still can use just via wifi.

Yes it will function as WiFi only. If you have an iPhone you can link it with Bluetooth for additional functionality.
