Don’t think Best Buy allows this. However, you can at the Apple Store.

You have to choose a carrier when you purchase the phone, and sign a contract in order to buy it. What you are looking for is an unlocked iPhone, which can be purchased directly through Apple. Best Buy does not sell the new iPhones unlocked.
