There's an activation fee, however Best Buy doesn't charge you the fee upfront as Sprint does because Best Buy is an authorized dealer. Not aware of the savings of $250 a month deal vs lower fee. I'd ask if Best Buy can transfer "guts" of current phone, if I were changing phones, but I never change devices, just went in and bought a new device. Yes it comes with a charger and basic accessories

The $250 came off the total price of the phone which substantially reduced the monthly payments to under $6 per month over two years with no interest. Best Buy transferred all of the data...photos and contacts. The wall charger is included along with the ear buds.

There's the same activation fee whether you go to Sprint or Best Buy. Best Buy was having a special on my phone so it was half the price that I would have paid at Sprint. The big up-side for me was that I absolutely HATE the local Sprint store so I go there as little as possible. The Best Buy experience was awesome and I love my new phone.
