Verizon does not currently lock their 4G LTE phones. https://www.verizon.com/about/consumer-safety/device-unlocking-policy

If you are looking for an unlocked version of the iPhone, you can purchase at an Apple store or on the Apple website. Be sure to choose the model which is not associated with any carrier.
